No, it is not Japanese. This tin noisemaker is marked Germany (embosed on handle). The colorful litho with gold undertone shows two clowns dancing , one while playing cymbals and the other blowing on a horn.
The simple noisemaker works well, with a clapper hitting front and back.
The all tin clapper type noisemaker is 7 inches (17.8 cm) tall. The top circle is a shallow dish that is 2 and 5/8 inches ( 6.67 cm ) in diameter.
Condition is good to very good with bright colors. There are chips along the edge of the litho in the top circle and a minor scratch or scuff may be visible in the litho on the face.
